Dear United Welfare Fund Participant:
Due to the large number of providers dropping out of the network, customer service complaints and cost containment issues with our current healthcare insurance carrier Oxford-UHC, the Trustees are very pleased to announce that the United Welfare Fund has made arrangements to provide your medical coverage through Blue Cross Blue Shield effective July 1, 2016.
Blue Cross, which was founded in 1929, has been considered the gold standard in the healthcare industry across the country. We expect the transition to be seamless. New Blue Cross identification cards will be mailed to you in the next few weeks. The medical plan and benefits that you receive from Oxford-UHC will be the same under the new Blue Cross plan.
The purpose of this advance notice is to help our participants avoid any potential problems, which could develop during the transition. We advise you, as much as possible, to complete any scheduled testing and surgical procedures before the end of June 2016 to avoid the potential of having two different companies involved with the same claim. Remember, Blue Cross becomes effective on July 1, 2016. If you or your family members have any medical issues prior to July 1, 2016 please continue to use your Oxford UHC cards.
As always, the UWF’s primary concern is the health and welfare of its participants, and we are confident that this change will assist us in continuing to provide a high level of benefits for you and your family.

NEW PRESCRIPTION SERVICES PROVIDER
As you know, as of March 1, 2013 we changed our pharmacy benefit manager (PBM) from Medco under the Oxford Health Plan to 4D Pharmacy Management. You may be wondering why UWF decided to “carve out” this benefit in order to self-fund our prescription drug benefit program. After careful consideration, the Trustees decided that such a move would lead to better and more responsive service, improved benefits to our members (such as the Medtipster Program that steers patients to no-cost generic options) while saving money for UWF members. Now UWF pays for the cost of the drug program ourselves as we go instead of paying premiums to the insurance company. In the end, we believe that by working closely with 4D Pharmacy Management, we can provide our members with improved benefits and better service while stretching our benefit dollars farther.
Rest assured that your core benefit structure will remain the same, along with a few additional options designed to provide greater value to you and your family. Some of these benefits are:
MEDTIPSTER GENERIC OPTIMIZATION PROGRAM – ARE YOUR GENERIC MEDICATIONS FREE?

Qualifying generics may be available at no cost. Visit www.4d.medtipster.com and in 3 easy steps (enter your medication name, strength and zip code) you will be provided with generic medications that cost you nothing, if available. This website can also prompt you with potential no-cost generic alternatives to your current therapy. The United Welfare Fund is sponsoring this program to help employees find the best care value.
LIVE BETTER DISCOUNT PROGRAM
Discount program through Great Atlantic and Pacific Tea Company’s family of supermarkets (A&P, Pathmark, Waldbaum’s, Superfresh, and The Food Emporium). As a member of the LiveBetter discount program, you will have access to many different value-added services and significant discounts on health and wellness items. Encourages the use of generic medications whenever possible. Under your new prescription drug benefit, brand medications with a generic available will require you to pay the cost difference between the brand and generic products, regardless of who requests the brand—patient or physician. Remember to always ask your physician for generic medications whenever possible.
OVER THE COUNTER PROGRAM
Your prescription drug plan now covers selected OTC items for a generic co-payment. All you need is a prescription from your doctor and your 4D Pharmacy Management prescription drug card.
NEW MAIL SERVICE PROVIDER
WellDyneRx has been chosen as your new mail service provider effective March 1, 2013. WellDyneRx has a quality-focused and technologically advanced mail service facility. The WellDyneRx Member Service telephone and website tools are professionally staffed and easy to use. WelldyneRx Member Service and/or web enrollment will make moving to mail service simple and easy.
